She was born February 4, 1939 in Roan Mountain, Tennessee to James and Nellie Whittington Winters. She worked many years for the Anderson County School System. Phyllis is survived by her daughters Sheila Roddy, Sondra Clary and Sherry Close. A Celebration of Life service is planned at 2:00 pm on November 4, 2017 at Kern Memorial United Methodist Church 451 E. Tennessee Ave. Oak Ridge, TN 37830 In lieu of flowers the family ask that donations be made to the American Cancer Society P.O. Box 22478 Oklahoma City, OK 73123 or call 1-800-227-2345
